BASEL - A meeting with Ukraine's Foreign Minister Pavlo Klimkin is not officially on Russian Foreign Minister Sergei Lavrov's program at the OSCE Ministerial Council meeting in Basel, but such a meeting has not been ruled out.
“The Ukrainians have not requested [a bilateral meeting] but anything can happen,” a source in the Russian delegation accompanying Lavrov told Interfax on Dec. 3.
