Risks are high that the conflict in eastern Ukraine will escalate further contrary to the goals of the Minsk memorandum and protocol, the Organization for Security and Cooperation in Europe's special monitoring mission said.

Observers are greatly alarmed by the most recent developments and numerous convoys without insignia, mission chief Michael Bociurkiw said at a press briefing in Kyiv on Tuesday, Nov. 11.

He said the OSCE continues urging the conflicting parties to ensure the maximum de-escalation of the situation.
