 Representatives from the mission of the Organization for Security and Co-operation in Europe (OSCE) are opening a permanent office in Luhansk, the Luhansk City Council said on its website on Nov. 7. 

“At a meeting with the Director of the Luhansk City Council’s Department for Education and Youth, Valentyna Kiyashko, OSCE representatives said that the permanent office could not be opened in the regional center earlier because of the hostilities. Now the mission will be working in the city on a permanent basis,” the statement said.
