Ukraine is ready to adopt a new law on decentralization concerning local government in Luhansk and Donetsk regions if the conflicting parties observe the Minsk protocol, President Petro Poroshenko has said.

 “We will be ready to adopt a new law if all parties return to the implementation of the Minsk protocol, if the fire is ceased, a buffer zone is created, control over the border is established, and if there are clear steps that would mean the retreat of militants in the question of the so-called elections on Nov. 2,” reads a presidential address posted on the website of the head of state on Nov. 2.

Poroshenko said that the new law would envisage clear boundaries of areas with a special local government order, in strict accordance with the Minsk agreements.
