No amendments will be made to the Ukrainian constitution if martial law or a state of emergency is declared in the country, Ukrainian President Petro Poroshenko said.

“If, God forbid, the matter goes as far as martial law or a state of emergency, without hesitating a second will I issue a decree and submit a relevant decision to the Verkhvona Rada and, amid martial law or a state of emergency, no amendments to the constitution will be voted on,” Poroshenko said at a meeting of the Regional Development Council in Kyiv on Sept. 9.
