Moscow - Russia calls for an effective peace process in Ukraine and the soonest beginning of a full-fledged national dialogue between all regions and political forces of the country, Russian Envoy to the OSCE Andrei Kelin said, proposing the Minsk deal as a process foundation.

“Regrettably, in spite of the efforts made on the political level and on the ground, for instance, by the Joint Center for Control and Coordination (JCCC), the sides are still unable to fulfill [the deal] properly,” Kelin said at a meeting of the OSCE Permanent Council dedicated to Ukraine and violations of the Minsk agreements by the central authorities.

The Russian Foreign Ministry quoted his speech on Nov. 14.

“The line of division between the sides should be coordinated as soon as possible in order to control the ceasefire and the truce arrangement and to withdraw heavy armaments,” the senior diplomat emphasized.

“Statements by Kyiv officials alleging the impossibility of a dialogue with people in the Luhansk and Donetsk regions whom they are still calling terrorists do nothing but escalate tensions,” Kelin stated.
