The Ukrainian Cabinet of Ministers has ordered that all state-funded organizations and enterprises located on territories controlled by militants in Luhansk and Donetsk regions be transferred to territories under Kyiv's control by Dec. 1.

A government directive dated Nov. 7, 2014 endorses a provisional procedure for financing state-funded enterprises, making social payments to individuals and providing financial support to certain enterprises and organizations in the Donetsk and Luhansk regions.

“The ministries and other central executive government bodies and local government administrations must ensure by December 1 the transfer of state-funded institutions, enterprises and organizations within their purview from populated areas on the territory of which government bodies temporarily do not exercise their powers or exercise them not in full to populated areas on the territory of which government bodies exercise their powers in full,” it says.

The Cabinet also ordered that it will determine the list of populated areas on the territory of which government bodies temporarily do not exercise their powers based on the Security Service’s information.
