ABOARD A U.S. MILITARY AIRCRAFT — Russia has withdrawn thousands of its troops massed on the border with Ukraine, even as violence escalated inside that country between government troops and pro-Russian separatists, Defense Secretary Chuck Hagel said on May 29.
