The White House’s former top Russia expert Fiona Hill testified last week that Russia’s goal in the United States is to “seed disinformation” and “seed doubt.” A prime example of this, she said, was the “fictional narrative” that Ukraine rather than Russia hacked the Democrats in the 2016 election. “It suits the Russian government very much if we are also looking at Ukraine as somehow a perpetrator of malign acts against us,” she said, urging everyone to “please not promote politically derivative falsehoods that so clearly advance Russian interests.”
