Critics of Ukrainian President Volodymyr Zelensky like to claim that he is big on platitudes but short on specifics. One of the relatively few areas where Zelensky has been clear about his intentions from day one of his presidency is in his desire to digitize the work of the Ukrainian government. This “country in a smartphone” concept is now starting to take shape, and it may well be the most effective way to speed Ukraine along in its ambitious transformation away from the corruption and dysfunction of the post-Soviet era.
