Following the plans of Volodymyr Zelensky to reach a peace deal in Donbas, a new Vienna Institute for International Economic Studies paper estimates the reintegration costs of Donbas. We estimate that the lower bound on reconstruction cost would be $22 billion. Almost half of this sum will be needed for reconstruction of physical capital, followed by expenses on human capital and the environment.
