On Oct. 25, Ukraine held the first elections under a new election code touted as the first step towards a better political system. Despite the shortcomings of provisions inserted at the eleventh hour, the new rules have already made a positive impact and in many places allowed new, grassroots political projects to gain local power, which is especially important in view of the ongoing decentralization processes in the country.
