Four men have been charged with murder in connection with the 2014 destruction of Malaysia Airlines Flight 17, which killed 298 passengers. But the Dutch-led Joint Investigation Team can’t produce justice in the case unless the U.S. is ready to hold Russian President Vladimir Putin accountable. Russian authorities are refusing to cooperate with the investigation, and Mr. Putin told journalists last week that there’s “absolutely no proof” Moscow participated. In fact, evidence that the Putin regime deliberately targeted a passenger jet is overwhelming.
