I believe that Moscow's Ukraine policy has been driven primarily by geopolitical concerns rather than fear of democratic contagion. Above all, the Kremlin has been, and remains, determined to keep Ukraine out of NATO. It is only slightly less determined to keep Ukraine out of the European Union and to prevent NATO from building up its eastern defenses.
