In Washington, there are growing bipartisan calls to arm Ukraine as it combats a resilient Russian-backed insurgency in the country's east. The pro-Moscow separatists stepped up their offensives into government-held territory, adding impetus to the efforts of European diplomats who hoped to convene peace talks between Ukraine and Russia in the Belorussian capital Minsk on Feb. 11.
