The Clinton administration once convinced Kyiv to sign on to the 1994 Budapest Memorandum on Security Assurances, with which Ukraine agreed to join the Nuclear Nonproliferation Treaty and send its nuclear arsenal to Russia \u2014 in exchange for security \u2018assurances' from Russia, the U.S. and United Kingdom that included \u2018promises to respect Ukraine's independence and sovereignty within its existing borders.
Hillary Clinton finally caught red-handed in her incompetence. “That whole ‘reset’ has been a problem for her from the start. The red button didn’t actually say reset when she presented it to her Russian counterpart. She has to lay low here, tied to Benghazi, because this is something that Republicans flow back to, and use to rally their base and drive the fundraising dollars to Republican candidates.
