The British Intelligence and Security Committee finally released a report on Russia’s influence in recent elections. The media in the United Kingdom breathlessly covered these shortcomings, calling them willful ignorance or outright blindness, but, in reality, it is more of a perfect storm combining politics with failures of imagination. What is clear from the Russia Report is that Moscow aimed to interfere and influence the Scottish referendum on independence, the European Union referendum, and the general election that saw Boris Johnson enter 10 Downing Street.
