The more the Minsk agreements aimed at ending the conflict in eastern Ukraine dissolve into a diplomatic pipe dream, the more active Moscow is becoming in integrating the breakaway Donbas republics into Russian life. The September elections for the Russian Duma will be another—perhaps irreversible—step in that direction.
