In the third quarter, more reforms were adopted but that did not translate into quality. In the second quarter, no antireforms were adopted. Instead, in the third quarter, iMoRe experts found two negative changes in the rules of the game in the country. Another four regulations received zero points due to their both positive and negative features.

The Constitutional Court of Ukraine has become a major defender of corruption. It has issued decisions that may destroy the National Anti-Corruption Bureau's independence, canceled laws criminalizing illicit enrichment and unlawful court rulings and helped to block judicial reform.
