The hybrid war with Russia exists de facto but not de jure. The government cannot hold martial law in the country for years, imposing total control for the sake of security like it usually happens during wartime. Therefore, Ukraine operates like any other democracy and you will barely notice any traces of war throughout the country, except for the frontline, where several dozens thousands of troops stay in their positions and soldiers die almost daily.
