By June 2019, Donald Trump had mostly weathered the lengthy investigation into Russian interference in the 2016 election. Months earlier, the special counsel assigned to the probe had released a lengthy document detailing the Russian effort and various ways in which Trump’s campaign team had overlapped or interacted with Russian actors. But perhaps in part because of an inability to collect pertinent information, no American was charged with having attempted to coordinate with Russia’s program.
