Steven Pifer: The Ukraine ceasefire is in danger – but the country’s war is still turning into a frozen conflict

Concern is rising over the situation in eastern Ukraine, with reports of increased shelling across the line of contact and rising casualties, as well as of Russia arming and organizing separatist forces while assembling regular army units along the Ukraine-Russia border.
