Parliament adopts useless law in an attempt to resolve KDAC problem
On Nov. 2, parliament voted in the first reading for draft law No.5067, which proposes to transfer some cases from the jurisdiction of the scandalous Kyiv District Administrative Court to the Supreme Court as the court of the first instance. At the same time, the most important types of cases used by KDAC’s judges to blackmail the government and for their personal enrichment remain in the KDAC’s jurisdiction. Thus, instead of eliminating the powers of the KDAC, this draft law only pretends to resolve the problem.
SAPO’s selection process advances to the final stage
On Oct. 28, one of the last stages of the competition for the position of the head of the SAPO took place. In the upcoming days, the Selection Commission has to score the written tests of the candidates and announce the date of final interviews. So far, according to independent assessment, NABU detective Oleksandr Klymenko gained more points for this stage.
Antimonopoly Committee allows Rinat Akhmetov’s group DTEK to increase monopoly
The Antimonopoly Committee of Ukraine decided to allow Rinat Akhmetov’s group DTEK to acquire another energy asset and increase the oligarch’s market share and subsequent monopoly. The perspective permit concerns the purchase of Kirovogradoblenergo, which previously belonged to the Russian Luzhniki group.
The first case of civil confiscation is supported by the appellate instance
On Oct. 27, the Appellate Chamber of the High Anti-Corruption Court upheld the decision to apply civil confiscation to illicit income of MP Illia Kyva’s (from the pro-Russian Oppositional Platform) in the amount of Hr 1.2 million ($46,000). Kyva declared income from landing a non-functioning beet pulp pit, however, prosecutors proved that those deals were fabricated and the income had an illicit origin. It has been the first case of civil confiscation in Ukraine. The case of “Kyva’s pulp pit” has been brought to public attention by journalists of the Bihus.info project.
