When Vladimir Putin spoke before the UN General Assembly last week, he proclaimed the need for an international coalition to destroy ISIS. But when Putin then went to war in Syria, his fighter jets began by rocketing everyone opposed to the regime of Bashar al-Assad except ISIS.
