In an interview with Channel One-Russia, Russian Presidential Spokesman Dmitry Peskov announced that it was possible to change the Minsk protocol only if the Ukrainian side cooperated with the puppet administration of the Russia-controlled regions of Luhansk and Donetsk oblasts.
