Wall Street Journal: Belarus bends to Putin

Protests erupted in Minsk on Oct. 4 in response to Vladimir Putin's plans to develop an air base in Belarus, the first full Russian military installation there since the end of the Cold War. The Kremlin and Minsk have kept mum about the base's purpose, which will extend Russia's ability to menace Ukraine, the Baltic States and the Nordic region.
