The coup succeeded in the Russian-occupied Luhansk, a provincial capital in the east-Ukrainian region of the Donbas. Head of the so-called Luhansk People’s Republic (“LNR”), Igor Plotnitsky fled to Russia. A secret service leader became an acting head of the Russian-run puppet statelet. Was the coup merely an internal power struggle among the separatist chieftains?
