More than a year has passed since the last prisoner exchange at the end of December 2017, and only one Ukrainian PoW returned home from the occupied Donbas while other prisoners and civilian hostages remain behind bars. Russia has stalled the exchange process and refuses to exchange even 19 out of more than a hundred known Ukrainian hostages. Meanwhile, the Ukrainian humanitarian envoy states that the actual number of hostages amounts to “hundreds.”
