From the very beginning of the war in the east-Ukrainian region of the Donbas, Russia insists that the military actions in the Donbas are an exclusively Ukrainian domestic conflict denying engagements of its regular formations. Meanwhile, Ukraine stresses that Russia is behind the entire war since the Russian Federation instigated the initial confrontation, trained the armed groups, united them under Russian leadership, and keeps supplying and controlling them by now.
