Russia has full control over the occupied territories in the East-Ukrainian region of the Donbas. The Russian army controls, supplies, and trains the locally-created military formations; the Russian Security Federal Service (FSB) runs the law enforcement by controlling the local police and special services; and Putin’s aide Vladislav Surkov, controls the local leaders and governments, being a Russian handler for T1 and T2, as Donetsk and Luhansk “people’s republics” are codenamed in his leaked emails (the “T” stands for “territory”).
