KYIV, Oct 20 – a government draft document allows the Sumy, Poltava and Kharkiv regions to sign agreements with Unified Energy Systems of Russia to import electricity from Russia, Interfax-Ukraine said, basing its report on a statement by Fuel and Energy Minister Serhy Yermilov.

Yermilov did not clarify what mechanism would be used for the three regions to pay for the electricity.

Earlier, deputy chief of the Kharkiv administration Anatoly Skidan said that the Russian side agreed to supply electricity to the three regions directly, bypassing the Ukrainian energy market, in which case, electricity would cost about 20 percent less.

The Kharkiv regional administration said that such direct purchases of electricity would not be a breach of the law, the Interfax report said.
