Ukraine’s Energy and Coal Industry Ministry due to the annulment of government resolution No. 203 on the gas consumption standard rates for households without gas meters dated March 23, 2016, by court, has designed new standard rates and published the document for public discussion.

Thus, according to the draft government resolution, it is proposed to set the standard gas consumption rates per person for households with a gas stove and centralized hot water supply at the level of 5.8 cubic meters for the period from April to September, and at 8.8 cubic meters for the period from October to March.

The consumption rate for households with a gas stove and without hot water supply and a gas water heater in the event of the adoption of the draft resolution will be 8.3 cubic meters in April-September and 13.7 cubic meters in October-March. In turn, gas consumption per person for households with a gas stove and a water heater is proposed to be set at the level of 20 cubic meters for the period from April to September, and 25 cubic meters – for October, March.

In case of the absence of centralized hot water supply, the consumption rate per person for the first category of households is proposed to be set at the level of 8.3 cubic meters (April-September) and 13.7 cubic meters (October-March).

According to the explanatory note, at present, 24.9 percent of households are not equipped with individual gas consumption meters. Their absence and the “unreasonable level of consumption rates” (established by resolution No. 203) is not a motivating factor for real saving of resources, which in turn leads to losses for all business entities, including NJSC Naftogaz Ukrainy, in the amount of Hr 2.681 billion per year (383 million cubic meters of natural gas). In addition, the lack of the meters prevents the implementation of a plan for 100 percent commercial metering of natural gas used by households.
