Of Ukraine’s top 15 state-owned enterprises, or SOES, five of them were in the energy sector. Only two of them were profitable in 2020: the Gas Transit System Operator of Ukraine and Ukrhydroenergo. Three of them were not: Ukrenergo, Naftogaz, Energoatom.
Their spotty performance raises questions about how effectively the government manages SOEs and whether it should even own these businesses or sell them to the private sector.
