Telegram has applied to the European Court of Human Rights (ECHR) in appealing the 800,000-ruble fine imposed by the Russian authorities for its refusal to share with Russia’s Federal Security Service (FSB) its encryption keys, which are indispensable in decoding user messages.

“Telegram Messenger has filed a complaint with the European Court of Human Rights to appeal the ruling of the Meshchansky Court [of Moscow] that ordered the company to pay 800,000 rubles as fine for its refusal to provide the FSB with user messages encryption keys,” Pavel Chikov, head of Agora, the rights group whose lawyers are representing Telegram at the Strasbourg-based ECHR, wrote on Telegram.
