MOSCOW – There were 3,685 Russian entries on foreign sanctions lists as of Aug. 31, 2021, including 2,205 individuals and 1,480 companies, X-Compliance project analysts have said.

As of the end of August, the sanctions lists of the United Nations, the European Union, the United Kingdom, Switzerland, the Netherlands, Belgium, Latvia, Australia, Canada, Japan, and Ukraine included the names of 18,686 individuals and entities, which means that Russian citizens and legal entities account for nearly 20% of these lists.

The COVID-19 pandemic has not dented regulators’ sanctions activity: sanctions lists were updated 500 times in the first six months of 2021 as compared to 368 times over the same period the year before. The U.S., the EU and the UK updated their sanctions lists most often in January-August of this year. As many as 604 new entries, including 34 Russian entries, were added to these sanctions lists in the first two months of the second half of the year alone.

A total of 18.7% of Russian companies on these sanctions lists are engaged in production, 17.9% in trade, 12.2% in transport, logistics and communications, 8.4% in scientific research and development, 8.4% represent the financial sector, and 5% the energy sector.

Apart from the companies directly named in the sanctions lists, their subsidiaries are also subject to restrictions. In particular, according to X-Compliance estimates, U.S. blocking sanctions may apply as part of the 50% rule to 1,148 entities and non-blocking sanctions to 4,050 entities.
