Urals crude differentials in northwest Europe surged to their strongest in six months in a spot tender after a provisional loading schedule showed that Russia plans to halve oil exports from its Baltic and Black Sea ports in May.

In 2018, Ukraine's Kremenchuk oil refinery — the largest in the country — processed 2.5 million tons of crude oil, 600,000 tons less than was declared at the beginning of the year. As a result, production remained at 2017 levels, while demand for oil products reached 10.1 million tons.
