Russia’s announcement over the weekend that it would suspend its obligations under a Cold War-era nuclear treaty essentially seals the fate of a pact the U.S. recently said it plans to abandon and heightens the risk of a new arms race.

In what he termed a “tit-for-tat response,” Russian President Vladimir Putin said on Feb. 2 that his country would suspend its involvement in the Intermediate-range Nuclear Forces Treaty and accused Washington of breaching the agreement.
