When “The Distant Barking of Dogs” made the Oscar shortlist for this year’s Best Documentary Feature it was 91 minutes long. When it appears on “P.O.V.” Monday night, it will clock in at an abbreviated 53 minutes—something of a different film, unavoidably, though one that makes its points potently enough. And which will still leave viewers unsure what they want to scream at the screen—“Don’t be afraid!” or “Run for your life!”
