When Kyiv city authorities left 20 inches of snow mostly unshoveled this week, city authorities preferred to blame car owners. Kyiv City Administrator Oleksandr Popov said cars created record traffic jams and blocked the way for snowplows. However, nobody ignored the weather warnings more than Kyiv authorities. A severe snowstorm warning was issued on March 21, the day before the snow started, but no sanding, salting or plowing machines were in sight the following afternoon.
