On Sept. 30 U.S. Ambassador to Russia John Tefft announced that Russia stopped participation in the Future Leaders Exchange program.
Russian authorities explained that the decision was taken after a gay Russian teenager refused to return to Russia, fearing persecution. Russia earlier banned American adoptions of Russian children after one adopted boy died. America redistributed the student scholarships, so Ukrainian high school students have 100 extra places in the FLEX program.
