NEWS ITEM: International Monetary Fund on Dec. 18 announced a $3.9 billion loan to Ukraine, with the first tranche of $1.4 billion to arrive before Christmas. It is the first assistance from IMF to arrive in a 20-month period. The decision was approved despite Ukraine failing to meet many of the conditions to which Ukraine had agreed, like lifting a ban on farmland sales. Separately, on Dec. 18, the World Bank approved a $750 million loan guarantee.
