Odesa is widely considered to be Ukraine’s most corrupt city. It’s run by Mayor Gennady Trukhanov, and a clique of shady businessmen allegedly linked to Trukhanov. Together, Trukhanov and his associates are accused of turning Odesa into their private fiefdom.
