Recent Russian military activity in-and-around Eastern Ukraine and occupied-Crimea has prompted serious concerns across the transatlantic community about the Kremlin’s intentions in Ukraine. As Russian personnel and offensive weapons muster near Ukraine’s borders, NATO and the United States have strongly condemned the Kremlin’s escalatory actions, while other allies have been more muted in their response. Whether these actions represent Vladimir Putin’s test for the Biden Administration or a distraction from a worsening socio-economic situation in Russia, Europe, and the United States will need to create a coordinated response to effectively address the Kremlin’s intentions in Ukraine.
