RFE/RL: Deadly floods in Russia leave thousands homeless

Flooding in the Siberian region of Irkutsk has left over a dozen dead and over a dozen missing, according to the Russian emergency services. Thousands have been evacuated from flood-hit areas and a state of emergency has been declared in the region.
