Ukraine’s homeless and most vulnerable face a bleak winter. Dangerous subzero temperatures pose a serious threat, and coronavirus restrictions mean even fewer social services are available.
Civil society organizations are helping homeless people survive during quarantine, but many challenges remain.
Recent efforts by Kyiv City State Administration to increase communication with local civil society organizations offer some hope, but much more assistance is needed to address the basic needs of homeless people. One major concern is that Kyiv’s heating points do not open until temperatures have fallen far below zero. Meaning, many homeless are left out in the freezing cold. And some homeless shelters do not accept new people due to the pandemic.
