NEW TAPE TRANSLATION OF KUCHMA ALLEGEDLY ORDERING FALSIFICATION OF PRESIDENTIAL ELECTION RETURNS

The Ukrainska Pravda internet newspaper has again published new portions of tapes recorded by former presidential guard Mykola Melnychenko, featuring President Leonid Kuchma ordering officials to go through with various misdeeds. Among them, silencing an outspoken critic of the present administration, Georgy Gongadze, a journalist who went missing September of last year.

In the current transcript, Kuchma appears to be ordering the head of the State Tax Administration Mykola Azarov, State Security Service chief Leonid Derkach and Interior Minister Yuri Kravchenko to falsify presidential election results.

Ukrainska Pravda places the conversations between the first and second rounds of presidential election voting.

As previously, KPnews neither denies nor confirms the identities of the speakers to be those of the individuals named by Ukrainska Pravda.

Kuchma speaks with STA head Azarov

Azarov: Good morning.

Kuchma: Hi. Sit down, let’s have some tea…. Well, I have several (definitions, directions?) (for you). You should gather all your, bl… tax workers in the rayons – I don’t know, at least the ones from the oblasts. And you should warn them: those who lose elections in the rayons, after the elections, they won’t be working.

Azarov: …

Kuchma: We will not leave one of them (working). You understand – all the way down to the rayon village. You have to sit down with every head, bl…, and tell him, do you (want to), bl…, that he will go to jail (and I have the most on you), or you have to provide votes. Yes, or no?

Azarov: I understand… Everything’s going to be (like you say)…

Kuchma: Right now I’m going to tell Kravchenko. And then you’ll tell, I mean, they together… together with every head of the collective farm…

Azarov: OK… Starting from the head of the regional department, right?

Kuchma (speaking over the phone to Interior Minister Kravchenko): Azarov is here. This is the mechanism at work here. They have a case on virtually every collective farm head. They have to be collected in every rayon, so that every militia head and tax service head… And say: guys, if you don’t give, bl…, the number (of votes), say it like that, that are needed, then tomorrow all of you will be where you should be… Like that. Well, you have to collect, say it like that, guys… but, aside from the western oblasts, it’s not necessary. But these, bl… from the central (oblasts) – Khersonska, Kirovihradska, Chernihivska, bl… Cherkaska… these oblasts. Yeh, it’s necessary (in the sense of, “you have to” – Ed.)… And when they see that together with.. So that they know clearly that we’re not going to, bl… play with them anymore. I said this yesterday at a meeting… No, I said: you were popularly elected, but… And period (in the sense of “and that’s that” – Ed.), I said. Let him think (laughter). Good.

These are those, bl… bastards, bl… collective farm heads, bl… Everything’s… I said yesterday: they’re all landlords, barons… Simply, right after the elections, (I want) the toughest possible order…

Azarov: Of course…

Kuchma: We can’t relax. Secondly, we have to win with a comfortable advantage. That’s also important. You understand. When they say – two, three percent, this is no victory. That’s why we have to make them sit, bl…, in one place and say: today the protest… that that’s the entire protest electorate,… (that means) those who voted for you.

Azarov: Well, yeh. Although not all, the Moroz (electorate)…

Over the phone, purportedly speaking SBU chief Derkach

– The militia will have to work seriously… It’s necessary for a tax worker to go to every collective farm head in every village and say: dear friend, you understand clearly how much material we have on so that you could find yourself in jail tomorrow…And there is probably more than enough material on every collective farm head. Yes or no? Probably yes. That’s why the militia,… that is, the services… they all have to, that is, take to (the task) and have a serious talk with every collective farm head. It’s them, bl… assholes, they’re trying, that is, to arrange… The village there is voting against.

It’s necessary to have another serious talk with the church, so to speak, so that they, that is, take the necessary measures… we’ll tell them. Well, I understand that… But more so, so to speak, actively, so to speak. Well, I think that today, I mean, it’s understood, if communism, or… or… Yeh… yeh.

Derkach reports.

Derkach: After the elections we’ll clean (out) that… I think … Well, let’s say, if the strategic military department (in Mohylyov?)… the strategic position… is directly submitted to the SBU. All behind Marchuk! All behind Marchuk! Institute of land troops, the minister (…?). I think that, Leonid Danylovych, it’s necessary to give a direct assignment to the prosecutor-general so that he (gives) local (orders)… There, where it’s “marked”, let him invite the head of the collective farm. For – a – talk! Well, why should we lose power! If we are the power, then that is an instrument of our power – the prosecutor’s office.

Kuchma: The prosecutor’s office … and the militia…

Kuchma speaking with Azarov, purportedly via conference call

Kuchma: You have the elections results, from the rayons, all of them.

Azarov: I know…

Kuchma: Tell them: guys, this is your job, bl… (How could they) not make the heads of collective farms, bl…, play to our game…eh… your (mother? – Ed.)…

Azarov: Now, I’ll have another talk with Kravchenko. Vitaly increased the western oblasts…

Kuchma: We don’t need the west. There are no questions there.

Azarov: And these: Cherkaska…

Kuchma: Vinytska, Zhytomyrska…

Kravchenko reports

Kravchenko: Concerning the editor of this newspaper…, Lazarenko’s… Well…

Kuchma: Horobets

Kravchenko: No, not Horobets. The new newspaper, I showed it to you in August

Kuchma: “Svoboda”?

Kravchenko: Well, damn it.. Lazarenko’s, financially…It’s still not large by volume. Some time next year we’ll put pressure on him… crush him. The KGM (KPnews Editor was unable to verify what KGM stands for) frightened him in the evening.. We’ll see how it goes. Well, the assignment stands.

The main environment is under control and normal… the processes are going forward.
