The Verkhovna Rada of Ukraine has cancelled the mandatory technical inspection of passenger cars that are not used for commercial purposes.

A total of 262 MPs out of the 397 registered in the parliament’s session hall on Tuesday voted for a law on amendments to some laws regarding the cancellation of excessive government regulation in the sphere of road transport.

The law cancels mandatory inspection for cars that are not used for commercial purposes, frees the Ukrainian Interior Ministry’s traffic police from conducting the mandatory technical inspection of vehicles, and transfers these powers to business entities.

The law introduces amendments to the Ukrainian laws on road traffic, automobile transport, the militia, the compulsory insurance of the civil liability of owners of vehicles, insurance, as well as to the Civil Code of Ukraine on Administrative Offences.

At the same time, vehicles that are used for the transportation of people and cargo, including dangerous goods, still have to be inspected.

Thus, a technical inspection of passenger cars that are used for commercial purposes and trucks, regardless of the form of their ownership, with a cargo capacity of up to 3.5 tonnes, as well as trailers for them with an operating life of over two years, has to be conducted once every two years.

Trucks with a cargo capacity of more than 3.5 tonnes, trailers for them and taxis, regardless of their operating life, have to be inspected every year. Buses and special vehicles carrying dangerous goods, regardless of their operating life, have to be inspected twice a year.

The law comes into force 30 days after its publication.
In mid April Viktor Yanukovych has proposed cancelling the mandatory technical inspection of vehicles, while introducing a presidential bill on amendments to some legislative acts of Ukraine on the elimination of excessive government regulation in the sphere of road transportation.
