Having analyzed the main taxpayers’ wishes, the State Fiscal Service of Ukraine found out that expanding electronic services is one of the most important demands.

Renewed “electronic cabinet of a taxpayer” is a key electronic service. It’s free of charge and works online. I would like to note that by choosing “budget settlements” menu in the private section of the «electronic cabinet of a taxpayer,” the taxpayers have the opportunity to view information regarding their budget settlements with regard to payment of taxes and fees. As of today, nearly 4 million people have taken advantage of the services, offered by the Cabinet.

Currently, the State Fiscal Service is working on the improvement of the cabinet by enlarging the range of services that are available through it. For example, we have developed a new electronic service that provides for granting a certificate on the absence of indebtedness on taxes and fees through the “electronic cabinet of a taxpayer.” This service will ensure recognition of the electronic version of this certificate.

I would like to focus on “e-audit” project, which is one of the priority areas of cooperation with international experts. In the future this project will allow conducting a comparison of accounting and tax reporting for cameral and documentary audits through e-services. I am confident that it will help taxpayers to save time and reduce their physical contact with the State Fiscal Service.

Given the fact that the new “electronic cabinet of a taxpayer” operates online, there is no need to visit Taxpayers Service Centers: access to public information is given without electronic digital signature.

Entrance to a personal cabinet is carried out by using an electronic signature issued by any Certification Authority. Functionality of the “electronic cabinet of a taxpayer” cover the needs of more than 44 million individuals – from obtaining information on income and taxes and creating an electronic declaration to correspondence with State Fiscal Service and clarification of the status of payments to the budget. In addition, the service allows booking a personal appointment.

Already, 100 percent of the possible services have been already implemented for 230,000 of value-added taxpayers. We have also provided the possibility of submitting applications, requests for information, to view and print the data from the register of value-added taxpayers, to view information about payments to the budget, the registration tax invoices, to review operations in the electronic administration system, information on cash flow, sending the tax return on value-added tax.

For single taxpayers, we have implemented 95 percent of the necessary services, covering 95 percent of the needs of 4.4 million taxpayers of excise duty on fuels. On the same level, the needs of 3.9 million taxpayers of unified social contribution are met, which greatly simplified the work of our clients, saved their time and reduced corruption risks. And all these achievements have been made only within 270 days of operation of the renewed “electronic cabinet of a taxpayer.”

Today not only Ukrainians use the Electronic cabinet of a taxpayer: taxpayers’ geography covers the United States, Italy, the Netherlands and Germany. In total, users from over 70 countries benefit from the “electronic cabinet of taxpayer.”

As for Ukraine, Kharkiv, Dnipro, Lviv, Odesa, Kyiv, Poltava, Donetsk, Vinnytsia, Mykolayiv and Cherkasy represent top 10 consumers of our electronic product among all Ukrainian cities.

I am convinced that development of the complex of electronic services will enable the State Fiscal Service to adapt Ukrainian tax system to the European one in a short term. This is one of the most important areas of work aimed at fundamental reform of our structure. Now we introduce initiatives that will allow getting all the certificates and extracts in electronic form, providing customs component in electronic process and creating functionality to communicate with central executive authorities and law enforcement agencies.
