In Ukraine, about 40% of citizens are ready to take part in sanctioned rallies and demonstrations. Of these, 14% are confident that they will participate, 26% are likely to participate, according to the results of a survey conducted by the Razumkov Center in March 2021.

At the same time, 48% of respondents are not inclined to take part in actions, 35% are sure that they will not participate, 13% answered that most likely they will not.

20% of respondents are ready to join unauthorized rallies and demonstrations, 67% are not ready to do it.

18% of respondents are ready to take part in strikes, 70% are not ready. 18% are also ready to support the boycott (refusal to comply with the decisions of the administration and the authorities), and 70% will not do this.

16% of respondents are ready to take part in blocking traffic on roads and railways, 73% are not ready. 6% of respondents are ready to join the street riots, 84% said they would not take part in it.

Most of the respondents are ready to take part in legal protests: 36% – in the event of an increase in utility tariffs and 33% – in the event of an increase in prices for necessary goods. 23% of respondents are ready to take part in legal protests in case of non-payment of salaries, and 21% of respondents would take part in protests due to low wages and against crime and lawlessness.

Some 15% of respondents are ready to take part in actions in defense of people whose rights have been violated, and 14.5% would protest against the surrender of national interests by the government in a conflict with Russia.

A total of 13% of respondents are ready to join legal protests against the arbitrariness of local authorities, 12% are ready to speak out against massive job cuts, lifting the moratorium on the sale and purchase of agricultural land and against government pressure on Donbas war participants and patriotic citizens. Some 11% agree to take part in actions to support the demand for impeachment of the President of Ukraine and against the change in Ukraine’s course towards European integration each.

More than a quarter of the respondents, 29%, would not take part in legal protests in any way.

The relative majority of the respondents, 44%, believe that in the event of a significant deterioration in living conditions, it is better to take to the streets to protest, 24% say that it is better to endure material difficulties for the sake of maintaining order in the country, and 31.4% were undecided about the answer.

The study was conducted from March 5 to March 9 by the method of face-to-face interviews at the place of residence of the respondents. A total of 2,018 respondents aged 18 and over were interviewed in all regions of Ukraine, with the exception of Crimea and the occupied territories of Donetsk and Luhansk regions, according to a sample representing the adult population in terms of basic socio-demographic indicators. The theoretical sampling error (excluding the design effect) does not exceed 2.3% with a probability of 0.95.
