Ukraine’s State Executive Service has put a freeze on the accounts of DTEK Donetsk Grids for the amount of Hr 1.2 billion and DTEK PES-Energougol for the amount of Hr 1.3 billion.

A DTEK press release said the freeze of the accounts of the distribution system operators is connected with debts to state-run Energomarket, which were accumulated because the companies had fulfilled decisions of the Cabinet of Ministers and the National Security and Defense Council (NSDC) on supplying electricity and purchasing balance flows with Russia-occupied areas of Donbas, as well as with debts of state-owned coal mines and municipally owned utility company Voda Donbasu (Water of Donbas).

“The distribution system operators’ work can be limited at any moment. The companies are not able to provide the requisite electricity supply to households and the industry on the territory it is licensed to operate in,” the press release says.

DTEK appealed to state agencies with the request to take quick action to unblock the operational activities of the companies and to find a solution to the debt issue.

“It is necessary to legislatively settle debts on the energy market, which have been formed because of fighting in eastern Ukraine. DTEK Donetsk Grids and DTEK PES-Energougol are ready for open dialog to find constructive solutions to resolve issues involving the activity of Energomarket and the distribution system operators in Donetsk and Luhansk regions, as well as solutions to preserve Ukraine’s energy security and protect its citizens’ interests,” DTEK said.

DTEK was established in 2005 to manage the energy assets of the System Capital Management Group (SCM, Donetsk) of Rinat Akhmetov. The holding delegated the functions of strategic management of the enterprises of the group that make up the vertically integrated chain for the extraction and enrichment of coal, production and sale of electricity.
